In response, producer Junichi Masuda released a statement on the official Pokémon website. That said, there’s nothing new here. Masuda is basically doubling down on not including every Pokémon into the 8th generation games.
For what it’s worth, he does say that the Pokémon that are not included this time may still return in future games. Either way, Pokémon Sword and Shield will be the first time in the series where trainers really can’t catch ’em all. In the place of the missing critters, Pokémon Sword and Shield will instead feature new critters in the equally new Galar region. Whether or not they will make up for those that did not make the cut, only their trainers will know. (Source: The Pokémon Company)
